It wasn't Katoki, and neither were any MG ver. 2.0. He was active in designing MG and HGUC kits but then stopped and rarely touched anything other than his own(i.e. Ver.Ka, UC, EW, Origin, and the exceptional Turn A). The only SEED kit I believe he's ever laid his hands on was the PG Strike Freedom.
Most other Gunpla, especially those from older series, have their designs arranged by people in the Bandai Hobby department themselves, sometimes they let NAOKI do it because he's hip and cool now.
The MG Freedom 2.0 was done in-house as well, but if you are looking for a specific person with similar style, I'd say Junichi Akutsu, who was known as BEE-CRAFT and now ASTRAYS. As the name implies he designed the Astrays and many other SEED-MSV. He also did a lot of lineart and mechanical illustrations that you see in older MG instruction manuals.
Interesting. So, you're saying that Freedom 2.0 is a work done with collaborations of multiple designers, correct?
I think your argument of ver. 2.0 not being designed by Katoki is agreeable as I heard that the original MG Zeta is desgined by Katoki while ver. 2.0 is based on the original design from the anime series.
For Cosmic Era series, I would say PG Strike Freedom is Katoki's only Gunpla design while it is NOT his only CE work. The other CE designs he did were Strike and Strike Rouge for Gundam Fix Figurations.
I know that RG RX-78-2 and MG RX-78-2 3.0 are desgined by Katoki as they are based on the 1:1 statue. I also think that RG Strike Freedom is refined from Katoki's design as I can see some similarities and differences.
