Did they say that they needed a human to actually control them when they were upgraded with the Epyon system? Zechs utilized this before Dorothy was in the station and he was on the bridge watching, while later it was her first time. Based on what Noin and Quatre said (episode 44), Zechs basically used the Epyon system and combined it with the A.I. that the Dolls were already operating on.
