The South Seas Alliance (南洋同盟 Nan'yō Dōmei?), known as the Nanyang Alliance in the Viz Media translation, was an autonomous faction within the Earth Federation. After the One Year War, the SSA took advantage of the post-war turmoil in an attempt to break away from the Federation. The SSA was depicted in the Gundam Thunderbolt manga and its ONA adaptation.
The South Sea Alliance was an autonomous region within the Earth Federation that held de-facto control over the Far East, South East Asia, and Central Asia following the One Year War. It was dominated by Nanyang Buddhism, with 90% of its citizens being believers, and the religious leader also being the political leader.
The South Seas Alliance controlled a vast territory, with a vast population and over four thousand Buddhist temples, around three thousand of which were located in forests or mountains, some of which predate the Universal Century by centuries. However, much of its territory was devastated by Operation British, causing severe flooding in southern islands and coastal cities. In order to house the refugees created by the colony drop, the SSA constructed the floating city Rig on an oil drilling platform abandoned by the Federation.
The SSA's military forces consisted of poorly trained but fanatically loyal monk soldiers, who have little regard for their own safety and would often willingly sacrifice their lives for the sake of the mission. In battle, they usually rely on overwhelming numbers, with no regard for their own casualties. Most of the weapons used by the SSA were salvaged during the One Year War, such as the MS-07B Gouf (Thunderbolt Ver.). In the manga, they also made use of salvaged Type 61 Tank and Dabude-class land battleships. However, they were also seen using the latest RGM-79C［G］ GM Ground Type-C with float equipment, with Zeon spy Petro Garcia remarking how well-funded they must be to afford equipment like this.
In U.C. 0064, 15 years prior to the outbreak of the One Year War, Monica Humphrey was in charge of an Earth Federation Forces Newtype research facility. One of the many child test subjects at the facility was Levan Fu, who was 12 when he arrived. Huphrey described him as talented and of great benefit to her research for the next 15 years. However, though his Newtype abilities were enhanced, his brain was severely damaged by the prolonged experiments, and he left the facility after learning that he only had one more year to live. It was at this point that he became a believer of Nanyang Buddhism.
Fu refused hospice care and joined a minesweeping and casualty collection operation near A Baoa Qu. Originally, Fu merely wanted to die in peace while praying for the dead with the other Nanyang monks. However, While performing this duty, Fu recovered a damaged Bit used by the MAN-08 Elmeth. He was able to recover its Psycommu technology and use it to control nanomachines embedded in his brain, suppressing his brain tumor and extending his life.
Following the Battle of A Baoa Qu, Levan Fu's salvage ship recovered two survivors from the Thunderbolt sector: Principality of Zeon scientist J.J. Sexton and Moore Brotherhood acting-commander Claudia Peer. After seeing the Reuse Psycho Device development data that Sexton carried, Fu began forming a plan to recreate the Psycho Zaku and rebel against the Earth Federation. Following the end of the war, Levan Fu became the leader of the Nanyang Order (and by extension, the South Seas Alliance) through his Newtype abilities.
In August, U.C. 0080, both the Earth Federation Forces and the Zeon Remnants learned of the South Seas Alliance's acquisition of the Reuse Psycho Device. Both sides moved to recover the technology, with the Federation seeking to foil the SSA's attempted secession and the Zeon remnants seeking to recover the Reuse "P" Device and use it to restore the Principality. The Federation launched Operation Thunderbolt, deploying the Pegasus-class assault carrier Spartan with former Full Armor Gundam pilot Io Fleming on board, while the Zeon remnants ordered a squadron led by Living Dead Division survivor Daryl Lorenz to infiltrate the SSA.
Within the SSA homeland, Daryl's team encountered overwhelming resistance from the SSA monk soldiers, but were able to successfully extract Zeon spy Petro Garcia, who had been collecting intelligence within the SSA. Meanwhile, the Spartan was ambushed by a Zeon Mad Angler-class submarine in the Antarctic Ocean. After suffering numerous casualties, they repelled the attack thanks to Io Fleming and his RX-78AL Atlas Gundam. Unbeknowst to them, however, the Zeon Remnants that ambushed them were believers of Nanyang Buddhism.
Eventually, the South Seas Alliance's reason for constructing the Psycho Zakus was revealed: using 32 Psycho Zakus, Levan Fu intended to suppress the 32 colonies of Side 3, take over the Solar Ray, and use it to destroy the Anaheim Electronics facility on the moon, which Fuu saw as the true instigator of the war. After a fierce battle at the SSA's Taal Volcano base, the SSA was able to launch the 32 Psycho Zaku Mk-IIs into space. By this point, the Federation government has concluded that the SSA's actions constitute as open rebellion and stripped it of its autonomy. The Federation Forces converged on the SSA homeland, meeting minimal resistance. It was expected that the entirety of the SSA would be retaken within 48 hours.
