Perfect Peace People (パーフェクト・ピース・ピープル Pāfekuto Pīsu Pīpuru?), sometimes shortened to P³ (ピーキューブ Pīkyūbu?, pronounced P-Cube), is a social movement advocating for total disarmament during the Earth Sphere Unified Nation's post-Eve Wars reformations in order to prevent future conflict.
The founder and figurehead of the movement is Victor Gaintz, a former member of White Fang and follower of Quinze Quarante. When Quinze abdicated leadership of White Fang to Zechs Merquise, Victor saw it as a betrayal of his stated ideals and he left White Fang in protest. Following his renunciation of White Fang, Victor would soon form P³ and begin to campaign for an even more extensive disarmament plan than the ESUN was willing to adopt. Victor focused much of his ire against the Gundam pilots who, in his view, were unaccountable rogue actors that could not be trusted with their immense power to neutrally maintain peace.
Some of the war-weary populous, especially those in the colonies, proved receptive enough to the point that P³ was able to hold anti-war protests, with some former members of OZ even beginning to fall under Victor's sway. But, while he publicly spread his message of total disarmament, behind the scenes Victor was in a race with remaining Romefeller Foundation loyalists trying to find the location of Vulkanus, one of OZ's remaining secret mobile doll production plants.
When Vulkanus was rediscovered it began a three-way skirmish between P³ forces, the Gundam pilots and OZ remnants to take control of the factory, which was guarded by the massive unmanned mobile suit OZ-16MSX-D Scorpio. Victor used a code he had obtained to disable the Scorpio's mobile doll AI, allowing him to become its pilot. Heero Yuy, using the Wing Zero's ZERO System discerned that Victor's true motives in controlling Vulkanus was to ensure he would have the sole means to enforce his will once other weapons were banned. The combined Gundam pilots were able to destroy the Scorpio, effectively ending the P³ movement with Victor Gaintz's death.
However, even with Gaintz dead, the objectives of the Perfect Peace People are still mostly adopted by the ESUN. The ESUN moved forward with the banning of mobile weapons over objections from some members that uprisings like this could occur again in the future, and the Gundam pilots even agree amongst themselves to destroy their Gundams by sending them into the sun. All of this sets the stage for Mariemaia's Rebellion later that same year.
