Colonel Kowen was an Earth Federation officer during UC 0083.

History

He was the patron of the warship Albion during its time attempting to recover the stolen GP-02 "Physalis". He would later be removed from the Gundam Development Project, which would force pilot Kou Uraki to steal the GP-03 "Dendrobium Orchis". During the final stages of Operation Stardust, Kowen learned of Cima Garahau's involvement with the Federation forces and the Federation's intricate plan to stop the colony drop. Pleading that there will still time to directly stop it, Jamitov Hymem pulled his pistol on Kowen and he was escorted out by two guards. His final fate is unknown, but considering the the bloody rise of the Titans that followed Stardust's conclusion, it is possible he was killed.
